For your first animation, it's pretty good. I enjoyed it, all the animation looked fine, at some parts it looked really good. It was funny what happened to the other guy. Decent use of color and lack of it to convey a mood.

You may want to clean up your linework, and work on really conveying what an object is. Some parts like the face at the beginning and the train silhouette lacked some good identifying qualities.

Almost exactly as advertised, a popping Galarian Meowth. It has no negative qualities, it isn't spectacular. Its genre is spam. It is the Wonderous popping Meowth.
